Introduction
Since February the 8th, the traffic police of Chongqing have been given a new tool to make controlling the busy traffic in Chongqing. Officially called Mobile police-service information platform (警务平台; Jing Wu Ping Tai) acts as a tool for the newly formed Traffic Patrol Police team. Instead of the past traffic police and patrol police team, the new combined unit will execute traffic control and criminal enforcement.

Traffic control officers in Chongqing Municipality will have power to detain and question people suspected of interfering with their law enforcement and committing traffic-related criminal activities, according to a local news report.
Chongqing Municipal Public Security Bureau authorized its traffic management departments to detain suspects to “ensure the rights and interests of these traffic policemen” when they are on duty, according to the Chongqing Evening News.
The change, which took place on October 1st, gives traffic police some of the powers now held by criminal police to help keep them stay safe while on duty, including detaining those who interfere with officers’ ability to do their job, endanger a life, or make them suffer economic losses, the report said.
Traffic officers will be able to question suspects, conduct investigations and take other steps such as obtaining arrest warrants, the report said.
The new policy was considered after some incidents involving officers who were subjected to abuse from members of the public, according to the official with the local security bureau.
Presently, traffic police officers are required to transfer suspects over to the criminal police but the procedure sometimes led to delays in solving some cases, the official said.
The change is meant to protect officers and simplify procedures within the bureau.
The new policy will be implemented in 11 districts, including Yuzhong, Nan’an, Jiangbei, Shapingba, Jiulongpo, Dadukou and Gaoxin in downtown Chongqing.
People had mixed feelings about the change.
“It helps to improve efficiency and is only a matter of sharing duties inside public security departments,” Qu Xinjiu, a professor of criminal law at China University of Political Science and Law, told the Global Times yesterday.
Some said the change raises questions.
“Could the traffic police department be fair and objective if we have a conflict with their staff?” a teacher named Zhou Xue said yesterday.
“Players of a match cannot, at the same time, play the role of the referee, otherwise people will question the justice,” said Yu Lingyun, a criminal law expert at the School of Law, Tsinghua University.
Yu said criminal officers, who work independently, are better able to ensure justice and fairness in cases.
“If they want to improve work efficiency, measures like simplifying the working process or setting a deadline for handling these cases should be considered,” Yu said.
