Sichuan bans smoking in public places

From May, 1st this year, Sichuan will ban smoking in public places. Anyone who smokes in no-smoking areas will be warned by the related departments and the fine will range from 50 to 200 yuan. The has been published on the website of the provincial government of Sichuan recently. This Regulation has been passed in the 75th Executive Council meeting of the provincial government. It will come in to effect from 1st, May 2011.

The Regulation has specified 9 kinds of no-smoking public places, it includes kindergartens, primary and secondary schools, youth palaces; other indoor areas of schools besides primary and secondary schools; Maternal and Child Health Hospital (Institute), Children’s Hospitals; indoor areas of other medical and health institutions; indoor areas of libraries, theaters, concert halls, museums, sports centers etc; indoor areas of government offices which provide public services; shopping malls, bookstores, business offices etc; public transport like buses, taxis, rail transit vehicles, passenger ships etc; other public places where smoking is forbidden by the regulation.

The Regulation makes it clear that individuals who smoke in no-smoking areas will be ordered to correct and warned by related departments, and the fine will be from 50 to 200 yuan. The public places where should have smoking areas (rooms) according to the Regulation but still don’t have, and the no-smoking areas where still don’t have no-smoking logos yet, or providing smoking devices will be ordered to correct and warned by the related departments, the fine will be up to 10,000 yuan. However, it can be up to 20,000 yuan if the situation has not been improved until the deadline.
