The platform was built by Europeans and allows Chengdu to receive high quality cultural, educational and trade resources faster and more directly from Europe.</p>
<p>Mr Huang Jianfa, leader of the construction team for modern business and trade in the city&#8217;s northern new area, unveiled the nameplate for Denmark National Design Center&#8217;s Chengdu Branch.</p>
<p>The platform builds on China&#8217;s market resources and connects the local industrial advantages of Chengdu while enhancing communication and cooperation between Europe and the city.</p>
<p>The counselor of the World Bank and senior economist of the International Monetary Fund, Professor Ole Rinsager was also invited to give a special lecture. He presented &#8220;Global Economy Under the European Debt Crisis&#8221; at the North European International Management Institute, a world-class business school in West China.</p>

			<content:encoded><![CDATA[<p>China needs to attach more importance to innovation for the further development of China&#8217;s automobile industry, Wang Xia, chairman of the Automobile Industry Committee with China Council for the Promotion of International Trade, told a forum on Tuesday.</p>
<p>At the opening ceremony of the 2011 Global Automotive Forum in Chengdu, Sichuan province, Wang said the innovation of the auto industry should be different from the traditional idea of innovation, which focuses on new product development and new technology application.</p>
<p>The auto industry should innovate the whole automobile industry chain, which would be impetus for growth and expansion and also ensure the health development of the auto industry, Wang said.</p>
<p>This is the second annual meeting of the Global Automotive Forum with the theme &#8220;From Volume Leader to Innovation Leader&#8221;. The forum will last from October 11 to 12.</p>

The 181-unit Ascott Financial City Chengdu, which is the first premier Ascott-branded serviced residence in Chengdu, is slated to open in 2014. The 187-unit Somerset Wangjing Beijing, which is the first international brand of serviced residence in Beijing’s thriving Wangjing business area, is scheduled to open in 2013.</p>
<p>With the latest additions, Ascott has further strengthened its leadership position as the largest international serviced residence owner-operator in China and is on track to achieve 12,000 apartment units in the country by 2015.</p>
<p>Mr Lee Chee Koon, Ascott’s Managing Director for North Asia, said: “We are pleased to secure two more management contracts which add over 360 apartment units to our portfolio. Ascott will now have around 7,000 apartment units in 38 serviced residences across 16 cities in China. Our quick expansion in China demonstrates the importance of the country as a key growth market for us and our strong confidence in its future development. We will continue to tap on more opportunities in tier-1 cities like Beijing where we still see abundant demand for international serviced residences from business travellers and tourists. In the mean time, we are deepening our presence in high growth cities such as Chengdu where foreign direct investment and tourism are expected to increase exponentially in the next few years.”</p>

			<content:encoded><![CDATA[<p>China released the Evaluation Report on Investment Attracting Capacities of Chinese Service Outsourcing Cities in 2011. Chengdu ranked first with 88.36 points, according to Chengdu municipal bureau of commerce on October 9. The report makes detailed analysis of the development opportunities of the Chinese service outsourcing industry, features and development trends of service outsourcing cities, appraisal systems, and TOP 50 cities. It announced the top 10 city names and assessment indexes. Chengdu was ranked first with the highest scores.</p>
<p><strong>Excel in comprehensive quality</strong></p>
<p>The Evaluation Report on Investment Attracting Capacities of Chinese Service Outsourcing Cities is the only professional assessment of the Chinese service outsourcing industry on investment attractiveness of Chinese cities engaging in service outsourcing. It has closely formed ties with cities and outsourcing businesses. The evaluation targets are 21 service outsourcing demonstration cities, including Beijing, Shanghai, Dalian, Chengdu and Xi’an, and 35 non-demonstration cities, such as Shenyang, Yantai, and Ningbo. It has, for the first time, revealed the situation of Chinese service outsourcing cities since China introduced the outsourcing business. It breaks the previous pattern of focusing on the industry and companies by studying the outsourcing industry.</p>
<p>According to Qi Haitao, CEO of China Outsourcing Network, which initiated the evaluation activity, the Report has put forward the IEEG evaluation system for Chinese service outsourcing cities. This is done on the basis of OIOP, an international operation standard, and the DEVOTT four-dimensional spatial model. The system covers the four grade-one indexes, which are industrial basis, economic level, supporting environment, government support, and 60 segmented indexes. It evaluates service outsourcing cities in diversified angles and all-round approach to comprehensively reflect the overall strength and investment attractiveness of the cities. Qi says that “In this evaluation, Chengdu has the highest average score, because it has low comprehensive costs, sound overall industrial environment, and a good whole industry motivation system.” With a fine environment, sufficient human resources, low commerce costs, and quality government services, Chengdu has become the best destination to receive investment from Chinese and foreign service outsourcing companies.</p>
<p><strong>Prospect</strong></p>
<p>Li Hao, deputy director of Chengdu municipal bureau of commerce, says that in recent years, Chengdu has given priority to developing service outsourcing as a key emerging business. The service outsourcing industry has developed fast. In 2010, the city’s service outsourcing output values exceeded 30 billion yuan, with 100,000 employees in the sector. The Chengdu service outsourcing industry has gradually embraced famous multi-national businesses, leading Chinese companies, and local companies. To date, three of the world top 10 service outsourcing companies, IBM, Accenture and WIPRO, have settled in Chengdu. They are accompanied by 18 others of the world top 100. Six of China’s top 10 services outsourcing companies have set up branches in Chengdu. Over 40 multi-national companies have established global delivery centers, sharing service centers or R&amp;D centers in Chengdu. In 2010, 10 companies employed over 1,000 staff respectively. Six companies were listed into the Top 100 Chinese Service Outsourcing Companies in 2011. Li says that “In the next move, we will continue to make great efforts inviting businesses and investment. We are highly interested in the top 30 companies in the IT R&amp;D, biological medicines, and financial service outsourcing sectors. We will attract more World Top 100 service outsourcing companies to Chengdu. We will also support local companies and companies from other parts of the country.”</p>
<p>Qi proposes that to sharpen competitiveness, Chengdu’s service outsourcing industry needs to segment fields into an industrial chain, and transform from extensive development to intensive growth.</p>

			<content:encoded><![CDATA[<p>Siemens signed an investment agreement with Chengdu High-Tech Development Zone Monday to set up a world-leading manufacturing and R&amp;D base for industrial automation products in Chengdu, capital city of Southwest China&#8217;s Sichuan Province.</p>
<p>The facility will become Siemens&#8217; largest digital factory in China and the third R&amp;D center for Siemens industry automation products worldwide, following the ones in Germany and the US, said Mei-Wei Cheng, CEO of Siemens Northeast Asia and president and CEO of Siemens Ltd, China,</p>
<p>&#8220;Sichuan is becoming more strategically important in Siemens&#8217; global layout. Leveraging our comprehensive, innovative and environmental concept and technologies, Siemens will continue to actively participate in Sichuan&#8217;s economic and social development,&#8221; said Cheng.</p>
<p>The planned Electronics Works Chengdu (EWC) facility will produce high-end PLC serial products for the industrial market in China and other countries and regions.</p>

			<content:encoded><![CDATA[<p>With rich natural resources and a huge labor force, Chengdu has become a magnet for domestic and foreign companies expanding their reach by building new business bases in the Sichuan province city.</p>
<p>In 2010, Taiwan&#8217;s Foxconn Technology Co announced plans to hire 100,000 people and invest $5 billion to build a new Chengdu production base. Upon completion of the project, Foxconn’s annual business income is expected to reach $37.5 billion, 1.6 times that of Sichuan province’s entire electronic information industry in 2009.</p>
<p>Other Taiwan-based companies investing in Chengdu this year include Taiwan Compal Group and Wistron Group. Compal, a laptop computer manufacturer, began construction in January on facilities in Chengdu expected to produce 10 million laptops by the end of 2011 and 20 million by 2013. In February, with a total investment of $500 million, construction began on a Wistron Group facility that the electronics manufacturer said is expected to produce 10 million units by the end of 2012 and 40 million by 2016.</p>
<p>The city, which also is home to a US-based Cisco Systems Inc facility, welcomed a total of 374 major projects last year, including US-based Texas Instruments and US-based Dell Inc.</p>
<p>Other businesses such as Taiwan Glass, Yadong Cement, Taiwan Unif, Taiwan Teco Group and Chicony Group already have invested hundreds of millions of dollars in Chengdu area operations. made total investment of hundreds of millions of dollars in Sichuan province. Ting Hisin International Group, makers of Master Kong instant noodles, invested $150 million to establish its largest instant noodles and drinking water production base in Chengdu.</p>
<p>Taiwan Unif recently invested $200 million to complete Phase III of a beverage plant. Taiwan Glass is investing $160 million in a glass fiber cloth project that is nearing the start of construction. Far Eastern Group and MiTAC/SYNNEX Group also have increased their investments to expand existing production lines.</p>
<p>A strong investment climate also is being cited as a factor fueling Chengdu’s growth. Chengdu in 2010 reported $6.41 billion in actually utilized foreign capital and 193.23 billion yuan in actual utilized domestic capital. Forbes magazine in 2010 listed Chengdu as the fastest-growing city in the world, citing the power-house corporate names investing in the city. Chengdu’s total imports and exports in 2010 totaled $24.66 billion, an increase of 38.6 percent over the previous year’s numbers</p>

Located in the city of Chengdu, the capital of the province of Sichuan, the new plant has the biggest capacity of all DSM’s feed premix plants in China. The Chengdu plant marks the start of DSM’s development plan in West China and further strengthens the company’s overall strategy for the animal premix and feed market in China. DSM already operates four feed premix plants in Shanghai, Shandong Province, Hunan Province and Jilin Province.</strong></p>
<p>In November 2010, DSM Nutritional Products signed an investment contract with Chengdu Modern Industrial Port to set up the new plant and established DSM Vitamins (Sichuan) Limited. The Chengdu plant, which was built in less than 10 months, has three complete production lines for all product types: macro premixes and vitamin concentrates marketed under the Rovimix® brand. The capacity of the plant is designed to respond to the fast increasing consumer demand. It is carefully built to prevent cross-contamination between active ingredients and non-active ingredients and can provide fully traceable production of poultry, swine, aquaculture, ruminant and petfood premixes.</p>
