			<content:encoded><![CDATA[<p>China needs to attach more importance to innovation for the further development of China&#8217;s automobile industry, Wang Xia, chairman of the Automobile Industry Committee with China Council for the Promotion of International Trade, told a forum on Tuesday.</p>
<p>At the opening ceremony of the 2011 Global Automotive Forum in Chengdu, Sichuan province, Wang said the innovation of the auto industry should be different from the traditional idea of innovation, which focuses on new product development and new technology application.</p>
<p>The auto industry should innovate the whole automobile industry chain, which would be impetus for growth and expansion and also ensure the health development of the auto industry, Wang said.</p>
<p>This is the second annual meeting of the Global Automotive Forum with the theme &#8220;From Volume Leader to Innovation Leader&#8221;. The forum will last from October 11 to 12.</p>

			<content:encoded><![CDATA[<p>China released the Evaluation Report on Investment Attracting Capacities of Chinese Service Outsourcing Cities in 2011. Chengdu ranked first with 88.36 points, according to Chengdu municipal bureau of commerce on October 9. The report makes detailed analysis of the development opportunities of the Chinese service outsourcing industry, features and development trends of service outsourcing cities, appraisal systems, and TOP 50 cities. It announced the top 10 city names and assessment indexes. Chengdu was ranked first with the highest scores.</p>
<p><strong>Excel in comprehensive quality</strong></p>
<p>The Evaluation Report on Investment Attracting Capacities of Chinese Service Outsourcing Cities is the only professional assessment of the Chinese service outsourcing industry on investment attractiveness of Chinese cities engaging in service outsourcing. It has closely formed ties with cities and outsourcing businesses. The evaluation targets are 21 service outsourcing demonstration cities, including Beijing, Shanghai, Dalian, Chengdu and Xi’an, and 35 non-demonstration cities, such as Shenyang, Yantai, and Ningbo. It has, for the first time, revealed the situation of Chinese service outsourcing cities since China introduced the outsourcing business. It breaks the previous pattern of focusing on the industry and companies by studying the outsourcing industry.</p>
<p>According to Qi Haitao, CEO of China Outsourcing Network, which initiated the evaluation activity, the Report has put forward the IEEG evaluation system for Chinese service outsourcing cities. This is done on the basis of OIOP, an international operation standard, and the DEVOTT four-dimensional spatial model. The system covers the four grade-one indexes, which are industrial basis, economic level, supporting environment, government support, and 60 segmented indexes. It evaluates service outsourcing cities in diversified angles and all-round approach to comprehensively reflect the overall strength and investment attractiveness of the cities. Qi says that “In this evaluation, Chengdu has the highest average score, because it has low comprehensive costs, sound overall industrial environment, and a good whole industry motivation system.” With a fine environment, sufficient human resources, low commerce costs, and quality government services, Chengdu has become the best destination to receive investment from Chinese and foreign service outsourcing companies.</p>
<p><strong>Prospect</strong></p>
<p>Li Hao, deputy director of Chengdu municipal bureau of commerce, says that in recent years, Chengdu has given priority to developing service outsourcing as a key emerging business. The service outsourcing industry has developed fast. In 2010, the city’s service outsourcing output values exceeded 30 billion yuan, with 100,000 employees in the sector. The Chengdu service outsourcing industry has gradually embraced famous multi-national businesses, leading Chinese companies, and local companies. To date, three of the world top 10 service outsourcing companies, IBM, Accenture and WIPRO, have settled in Chengdu. They are accompanied by 18 others of the world top 100. Six of China’s top 10 services outsourcing companies have set up branches in Chengdu. Over 40 multi-national companies have established global delivery centers, sharing service centers or R&amp;D centers in Chengdu. In 2010, 10 companies employed over 1,000 staff respectively. Six companies were listed into the Top 100 Chinese Service Outsourcing Companies in 2011. Li says that “In the next move, we will continue to make great efforts inviting businesses and investment. We are highly interested in the top 30 companies in the IT R&amp;D, biological medicines, and financial service outsourcing sectors. We will attract more World Top 100 service outsourcing companies to Chengdu. We will also support local companies and companies from other parts of the country.”</p>
<p>Qi proposes that to sharpen competitiveness, Chengdu’s service outsourcing industry needs to segment fields into an industrial chain, and transform from extensive development to intensive growth.</p>

The seventh Cross-Strait Economic, Trade and Culture Forum closed Sunday in Chengdu.  19 proposals have been adopted for the economic and cultural promotion of cross-Strait cooperation. These proposals will increase the ability of both sides to face international competition and external risks.<br />
The participants also suggested to improve a cooperation in nuclear power safety between the professional institutes in order to prevent the risks together.</p>
<p>Participants also called on the two sides to further push forward cooperation in several sectors such as culture, finance, agriculture, investment, education and youth exchanges.</p>
<p>About 450 representatives and experts from both sides attended the two-dayforum.</p>

			<content:encoded><![CDATA[<p>The number of people now accessing mobile media on a daily basis in China has soared since 2007, according to CTR, a key market research firm in China. The shift has already boosted advertising revenues for companies targeting commuters, and the best is yet to come. </p>
<p>&#8220;Within the next three to five years, existing channels for Chinese consumers to receive brand and product information will have revolutionary changes,&#8221; said CTR vice-president Tian Tao. &#8220;New media, including mobile media, will be mainstream.&#8221; </p>
<p>The evolution of mobile media has been helped greatly by changes in the lifestyles and habits of the Chinese audience. People today spend more time traveling from A to B and have shorter time periods in which to digest information, explained Liu Huizhao, general manager of media strategy at CTR. They are also online 24-hours a day. </p>
<p>However, the biggest lift has arguably come from China&#8217;s rapid rate of urbanization, which hit a high of 46.6 percent by 2009, according to a report by the Chinese Academy of Social Sciences (CASS). More than 20 million people became urban residents every year between 1996 and 2005, before dropping off to about 15 million between 2006 and 2009. CASS figures show China&#8217;s urban population is now double the size of the entire United States population. </p>
<p>The influx has put huge pressure on the cities&#8217; public transport networks, which has increased congestion and led to commuters spending more time traveling. To cope with demand in recent years, the central government invested heavily. In 2009, people made 67.68 billion journeys on 370,640 public transport vehicles over routes totaling 209,249 kilometers. Most of those buses are now fitted with audio-visual displays to attract commuters&#8217; attention. </p>
<p><strong>Getting onboard </strong><br />
In 2002, Shanghai became only the second city in the world to launch a mobile television network on buses (Singapore was the first), with similar projects trialed in Beijing two years later. Today, services are available in most major cities, including Guangzhou, Wuhan and Nanjing.  </p>
<p>On average, passengers spend 64 minutes on the bus daily and 23.6 minutes watching mobile TV and using other media. The huge spending power of commuters has also made them prime targets for brand advertising.<br />
A growing number of advertisers are now aware of the commercial value of mobile television, with many using it to complement network television campaigns. </p>
<p>Towona Media, a major digital television advertising network for mass transport systems, has more than 1,000 customers coming from various industries, including food and beverage, banking, pharmaceuticals, automobiles and real estate. </p>
<p><strong>Boosting brands </strong><br />
Fortune Global 500 companies like Procter and Gamble and Unilever are making regular investments in mobile television advertising. The advertisement spots helped increase sales revenue from 600 million yuan ($90.5 million) in 2009 to more than 2 billion yuan in 2010. </p>
<p><strong>Money matters </strong><br />
Total advertising expenditure in China in the first three quarters of 2010 rose 14 percent from the previous year, reaching a record-breaking $64.53 billion, according to figures from CTR. </p>
<p>Today, many advertisers are reaching beyond mobile television to a much wider mobile media market.<br />
Considering China has 420 million Web users, including 277 million who go online using cell phones, Vancl will be looking at more mobile communication and marketing tools this year, said vice-president Yang. </p>

			<content:encoded><![CDATA[<p>The Chengdu Financial Background and Financial Services Outsourcing Market Matchmaking Conference was held in the Chengdu High-tech Zone in Sichuan Province on Friday afternoon. </p>
<p>Sponsored by the Finance Office of the Chengdu Municipal Government and the Administrative Committee of the Chengdu Hi-tech Zone, the conference drew more than 30 financial institutions and more than 50 financial background and service outsourcing enterprises. </p>
<p>Developing third-party financial outsourcing services is an important part of Chengdu’s plan of building itself into western China’s financial center, said Tang Hua, deputy chief of the the Administrative Committee of the Chengdu Hi-tech Zone. </p>
<p>Up to now, Tang’s zone has over 30 high-tech zones financial IT service outsourcing enterprises.</p>

			<content:encoded><![CDATA[<p>In keeping with the expected ascension of China&#8217;s business aviation market, Dassault Falcon Jet Corp launched a new sales and marketing office in Beijing. Dassault Falcon is targeting big corporate clients and expecting annual sales of $1 billion over the next five years, equivalent to 10 aircraft a year. Dassault Falcon is based in Little Ferry, New Jersey and operates as a subsidiary of France&#8217;s Groupe Industriel Marcel Dassault SA.</p>
<p>The new office will serve as a platform to support future growth. The new office comes on the heels of an agreement last October with Hawker Pacific in Shanghai, to set up an authorized service center there. Another service center for Beijing is also under review.</p>
<p>Dassault Aviation&#8217;s business jet unit expects the Greater China region, including Hong Kong, Macao and Taiwan, to account for 20 percent of its global deliveries within five years, double its 10 percent contribution today.</p>
<p>Dassault Falcon&#8217;s marketing strategy will benefit from the government&#8217;s drive to boost general aviation in years to come, with market expectations rising for a potentially profitable future for the business aviation sector. In July of this year, Bombardier projected that the amount of business jets in China would rise to 600 by 2019, up from the current number of 50.</p>
<p>The long approval time for flights is impeding the development of business jets in China. In China, if you want to fly from A to B, you need to apply for permission days in advance, compared with one hour ahead in the US. The limited airports in China could be another cause for concern.</p>
<p>Currently, the domestic business jet market is shared by Capital Airlines, Shandong Airlines, Shanghai Airlines and Asia United.</p>
<p>Earlier media reports said that Chengdu, Sichuan Province will welcome the first business jet hub in the west of China, joining Beijing, Shanghai and Guangzhou. The Chengdu jet hub aims to attract at least 50 business jets to call the airport home.</p>

			<content:encoded><![CDATA[<p>Texas Instruments Incorporated (TI) announced its first wafer fabrication facility, or &#8220;fab,&#8221; in China.  This important milestone puts manufacturing close to the company&#8217;s growing customer base there. Located in the Chengdu High-tech Zone (CDHT), which is considered by many to be China&#8217;s next major technology hub, TI Chengdu will further expand TI&#8217;s analog production capacity. </p>
<p>The fab is a fully equipped 200mm manufacturing facility and was purchased from Cension Semiconductor Manufacturing Company.  It includes an operating 120,000-square- foot fab that can support more than $1 billion in annual revenue and a 134,000-square-foot fab reserved for future production needs.</p>
<p>&#8220;TI has been committed to serving the China market for 25 years,&#8221; said Gregg Lowe, TI senior vice president for Analog. &#8220;Increasingly, customers there are using TI&#8217;s analog chips for the real-world functions in their electronic applications. This fab in Chengdu will strengthen our ability to support customers&#8217; growing requirements and deliver analog products when and where customers need them.&#8221;</p>
<p>This announcement follows TI manufacturing expansions in the U.S., Japan and Germany over the past 24 months.</p>
